No-Dues Certificate

A certificate from the Gram Panchayat that no house-tax or water-tax dues are pending.

What it is

This certificate states, according to the Gram Panchayat's records, that there are no pending house-tax or water-tax dues on your property. If there are dues, they have to be paid first.

What it is used for

  • When buying or selling a house or plot
  • When changing the name on the house-tax record or on a water connection
  • For some permissions or loans, for whoever has asked for it

Documents usually needed (guidance)

Please confirm the final list of documents at your Gram Panchayat office. This list is general guidance, not an official list of legal conditions.

  • A written application
  • Property number or house number
  • Water connection number (if you have a connection)
  • Copies of house-tax and water-tax receipts (if available)
  • A copy of the applicant's identity card (if the office asks for it)

How to apply

  1. Check your house-tax and water-tax record at the Gram Panchayat and ask whether any dues are pending.
  2. If there are dues, pay them and take an official receipt.
  3. Give a written application for the no-dues certificate.
  4. After submitting, take an acknowledgement or inward number and keep a copy of the application.
  5. When you receive the certificate, check the name, property number and date.

Where to apply

Gram Panchayat office (Gramsevak / Gram Panchayat Officer)

Fee and time

Any fee is fixed by the Government or by law and is taken against an official receipt. No amount or time limit is stated here. If the service is notified, confirm its time limit on the Aaple Sarkar portal or at the Gram Panchayat office.

Please note

This certificate concerns only Gram Panchayat taxes. It is not proof of ownership or of dues to any other office. A Gram Panchayat house-tax or assessment entry is not final proof of ownership. Ownership is shown by the sale deed, the mutation entry and revenue records (for example the 7/12 extract or property card), which are separate documents issued by the revenue department or the relevant authority.
